Board Officers

Jennifer Clemons, President  

Jennifer Clemons has extensive experience with Retirement, Health and Welfare plans, including administration, design, budgeting and compliance. She is currently self-employed as a benefit consultant.

Jennifer grew up in Northern Kentucky. She attended Northern Kentucky University where she earned her B.S. degree. Thereafter, Jennifer attended the Salmon P. Chase Law School and earned a Juris Doctor degree.

Jennifer has been a member of Total Rewards Cincinnati since 2012.

Outside of work/TRC, Jennifer enjoys yoga, traveling and hanging out with her pets.

Jamie Liebert, Vice President + Programs

Jamie Liebert is Principal for Mercer and responsible for new client development in Greater Cincinnati, Dayton & Northern Kentucky. He has more than 20 years of experience helping business leaders and organizations of all sizes exceed their business objectives. To achieve superior results, Jamie focuses on developing solutions that are consistent with each client’s business cycle, unique needs and corporate culture.

He is active in the area HR Community volunteering as the co-chair of Total Rewards Cincinnati (TRC) program committee and serves as the sponsorship chairperson for Greater Cincinnati Human Resources Association (GCHRA).

Jamie holds a Bachelor of Arts degree in History from the University of Cincinnati and is pursuing his CEBS Certification.

Heather Harte, Membership 

Heather R. Harte has been working in the Consumer Directed Healthcare and Benefits space for over twenty years. She currently works for HSA Bank as the Regional Vice President of Sales for large employer groups. She specializes in Health Savings Accounts (HSA), Flexible Spending Accounts (FSA), Commuter Benefits and Health Reimbursement Account (HRA), including Wellness and COBRA.

Heather grew up in Cincinnati and attended The Ohio State University where she earned her Bachelor of Science degree.

Heather has been a member of Total Rewards Cincinnati since 2018.

Mike Hoffman, Marketing + Communications

Mike Hoffman works as an insurance agent and is an owner of Mariner Health Consulting, LLC. Mike has been working in the insurance and financial services industry for 27 years, always focused on solving consumer and company financial needs. Mariner Health’s primary business is working with clients to provide education and assistance with navigating senior health insurance needs.

Prior to work with Mariner Health, Mike served in a few roles with various firms including Bon Secours Mercy Health, Voya Financial, US Bank and Fidelity Investments. Mike has spent extensive time collaborating with clients on corporate benefit packages and retirement planning. He has provided education and supported financial wellbeing at a variety of organizations and among varying audiences. 

Mike serves on the board and supports Total Rewards Cincinnati, a non-profit organization focused on promoting education and resources to the total rewards, compensation and benefit communities of the greater Cincinnati area. He also serves as an advisor to the Economics department at the Williams School of Business at Xavier University. Mike is a member of the National Association for Business Economics (NABE) and the National Association of Benefits and Insurance Professionals (NABIP).

Mike received his bachelor’s degree in economics from the Ohio State University and has a Master of Business Administration from Xavier University. He has also earned a certificate in Patient Advocacy from the University of Miami (FL). He lives in the Cincinnati area with his wife, two daughters, a dog, a cat, a bearded dragon and a gecko.

Josh Martin

Dan Britt

Daniel Britt (also known as Dan the HR Man) has been working in HR, payroll and total rewards for more than 15 years. With expertise in HR strategy, benefits, compensation, payroll, compliance, and HCM systems, Dan has worked across various industries, including consulting, national and regional retail, and the nonprofit sector.

Currently serving as a Director at Skillcloud Consulting Group, Dan helps clients navigate complex HR issues, compliance challenges, and strategic initiatives.

Dan holds a B.S. in Political Science from Arizona State University, as well as a Master of Public Administration and a Master of Science in Human Resource Management from Capella University. He is a certified SHRM-SCP and an Ohio Notary Public. Dan is also an active member of Cincinnati SHRM.

Outside of work, Dan is a passionate sports fan, cheering for Michigan Football, the Detroit Red Wings, and the Cincinnati Bengals. He also enjoys camping with his family. Dan has been a member of Total Rewards Cincinnati since 2022.

Emily Ruoff

Emily Ruoff is Senior Health Benefits Manager at The Kroger Co. Emily is responsible for the Company’s health benefit plans including the Company health strategy for over 120,000 associates, compliance, communication, and administration.

Emily began her career at Kroger in 2006 as a Systems Manager in HR at the Corporate Headquarters in Cincinnati. She then progressed through various Benefit Manager roles within the Total Rewards team. Currently, Emily leads a team responsible for developing the health care strategy and managing the administration for all non-union and select union associates.

Emily was nominated as Progressive Grocer’s GenNext Award in 2019. This award recognizes emerging talent in food retail industry.

She earned a bachelor’s degree in Human Resources from Ohio University’s College of Business in Athens, Ohio.

Emily lives in Cincinnati, Ohio with her husband Brad and 3 children Benjamin, Charlie and Oliver. She loves to exercise, be outdoors and spend time with family and close friends.

Rachel Mitchell

Rachell Mitchell is CHRO & SVP for Rumpke Waste and Recycling. She has a bachelor’s degree in organizational leadership with 20+ years of Human Resources experience.

She also has global experience, as well as in strategic organizational design, employer branding, transformation of HCD processes and programs, and in providing insights and guidance to executives, senior leaders and managers.

A proactive, life-long learner with a passion for people, Rachel is continually aligning corporate goals while ensuring compliance with local, state, federal, and country law.

Sheena Parton

Connie Ruhe

Connie Ruhe is a business communicator, promoting total rewards to active and prospective employees of medium and large organizations across multiple industries. Her strengths include writing and editing for various channels. 

Her interest in total rewards grew from an unexpected opportunity in benefits administration. She combined this experience with her communication background to help educate employees about what they can expect in exchange for their hard work: specifically, easy-to-understand, practical information and about their health and welfare benefits and compensation.

She appreciates Total Rewards Cincinnati and World at Work as valuable resources for local human resource professionals who want to network and gain new insights in the field.

Connie is a past president and member of the Greater Cincinnati chapter of the International Association of Business Communicators. She currently works in communication on a freelance or contract basis.
